Housing Development Program

Access to decent, safe, and affordable housing is an essential part of living a life of dignity. Yet for many low-income families, the dream of owning a home remains difficult to achieve due to limited income, rising housing costs, and the lack of accessible housing opportunities. Many families continue to live in rented homes or share limited living spaces with relatives, leaving them vulnerable to displacement and other social and economic challenges.

In response to this need, the Social Action Center of Pampanga (SACOP) established its Housing Development Program as part of its continuing commitment to empower families, build communities, and respond to the needs of the poor.

The program began through the SACOP Benedict XVI Homes in San Pablo, Magalang, Pampanga, initially made possible through a co-financing partnership with Manos Unidas of Spain. Building on this initiative, SACOP expanded its housing ministry through the establishment of the SACOP Pope Francis Homes in Zone 7, Pipitik, Dila-Dila, Sta. Rita, Pampanga, through SACOP’s own initiative.

The housing projects provide qualified low-income families, particularly wage earners, renters, and families sharing homes with relatives, with an opportunity to acquire a house and lot that they can eventually call their own. The communities provide affordable housing units built on an average 100-square-meter lot, with a core house of approximately 30 square meters, together with access to basic utilities such as water and electricity.

Beyond providing physical shelter, SACOP recognizes housing as an opportunity to build dignified, empowered, and caring communities. The housing program therefore goes beyond the provision of houses and lots by fostering community participation, leadership formation, faith development, and responsible stewardship among residents.

Through Homeowners’ Associations, General Assemblies, Cluster Basic Ecclesial Community (BEC) Sessions, and the formation of community leaders, residents are encouraged to participate actively in addressing common concerns, strengthening relationships, and developing their communities.

The program also promotes a gambling-free and waste-managed community, encouraging residents to uphold values that contribute to a safe, responsible, and sustainable environment.

Through these initiatives, SACOP continues to accompany families not only in their journey toward home ownership, but also in the formation of communities where people can live with dignity, participate meaningfully, care for one another, and grow together.

SACOP Benedict XIV Homes

Established in 2005, SACOP Benedict XVI Homes has developed into a growing housing community through four established phases, with 378 occupied housing units.
