The program includes the establishment of people’s organization in assisted communities in the coastal, upland and urban areas; the identification and development of capacities of its leaders, the building of networks within and outside the community; and the setting up of projects and services responsive to the priority needs and problems of the community especially on health, education, livelihood and the environment.

This also includes the training and functioning of Community Organization (COV) and Community Health Volunteers (CHV) who will facilitate assistance in the graduated community and the establishment of inter-community network and alliances.

64 multi-sectoral organizations of Mt. All these organizations have made a difference in their particular communities spearheading rehabilitation efforts of the community and its livelihood and instituting social welfare services.
